In general, human medicines are regulated by the Food and Drug Administration. But animal health is different: Animal health relies on a diverse set of tools that are regulated through different regulatory pathways, each designed to address distinct challenges.

Animal vaccines are part of a category known as veterinary biologics. These therapies stimulate an animal’s immune system to recognize and respond to disease threats. Biologics are regulated by the U.S. Department of Agriculture’s Center for Veterinary Biologics (USDA/CVB). USDA oversight focuses on ensuring that products are pure, safe, potent, and effective before they reach veterinarians, farmers, ranchers, and pet owners.

Pharmaceuticals: Treating Disease and Improving Quality of Life
While vaccines help prevent disease, pharmaceuticals help veterinarians treat illness. Veterinary pharmaceuticals address a wide range of conditions, including infections, pain, inflammation, allergies, kidney disease, cancer, and age-related health issues. These products allow animals to live longer, healthier, and more productive lives.
Developing these medicines requires researchers to account for extraordinary biological diversity. A treatment intended for a dog may need to be formulated very differently than a treatment for a horse, a dairy cow, or a chicken. Products may be administered as pills, injections, liquids, powders, feed additives, or long-acting formulations, depending on the species and production environment.
Veterinary pharmaceuticals are regulated by the Food and Drug Administration’s Center for Veterinary Medicine (FDA/CVM). Before approval, manufacturers must demonstrate that products are safe and effective for their intended use. For medicines used in food-producing animals, regulators must also evaluate food safety considerations and establish appropriate safeguards to protect consumers.
Parasiticides: Protecting Animals from External Threats
A third major category of animal health products includes parasiticides, such as flea, tick, and other pest-control products. These products protect animals from parasites that can cause disease, discomfort, and, in some cases, transmit serious illnesses. Effective parasite control is an important component of animal welfare and preventive healthcare.
Because many of these products are designed to control pests in addition to protecting the treated animal, they fall under a different regulatory framework than vaccines or pharmaceuticals. Depending on the product and its intended use, oversight may involve the Environmental Protection Agency (EPA), which evaluates both effectiveness and potential environmental impacts.
This regulatory approach reflects the broader role these products play—not only in animal health, but also in managing pests that can affect people, homes, farms, wildlife, and ecosystems.
